What is the procedure for professional recognition of foreign qualifications?

The recognition of foreign qualifications takes place in four steps. The first step is to find out which office is responsible for the application and to contact them. Then you submit your application for recognition of a foreign qualification. In the equivalence test, the competent authority determines whether there are any significant differences between the foreign qualification and the German reference occupation. You will then receive a decision from the competent authority as to whether there is equivalence or whether there are significant differences.

Who can apply for recognition of foreign qualifications and where?

Any skilled worker can apply for recognition of a foreign qualification - even from abroad. The prerequisite for this is a professional qualification recognised in the EU country of origin. The institutions responsible for the recognition procedure in Germany are generally those that are also responsible for the final examinations or professional licences, for example the Chambers of Crafts, the Chambers of Industry and Commerce or the Medical Chambers.

How do I find out which authority is responsible for the recognition of a foreign qualification?

In Germany there are around 1,500 competent bodies for the recognition of foreign qualifications. Those seeking recognition can use the "Recognition Finder" on the "Recognition in Germany" portal to find out with just a few clicks how and where they can have their professional qualification recognised. In the first step, the online tool helps to define the German reference occupation corresponding to the training and indicates whether official recognition is mandatory at all. This is the case if the profession is regulated, i.e. if the practice of the profession is linked to certain state requirements, for example in the case of doctors or nurses. For more transparency and better chances on the job market, however, recognition is also recommended if it is only optional.

What does the competent body do when recognising a foreign qualification?

The competent body for the recognition of a foreign qualification compares the foreign qualification with the German reference occupation. This usually takes no longer than three months. If there are no so-called substantial differences, it issues a notice with a "full recognition". If there are substantial differences between the professional qualifications, the competent body checks whether these can be compensated for, for example, by further training or by relevant professional experience. In the case of non-regulated occupations (e.g. training occupations), the differences to the German qualification are described in detail in the notification. This differentiated description of the level of qualification helps companies to assess more precisely what knowledge, skills and abilities the foreign skilled worker brings with him and thus enables targeted further qualification. In the case of regulated occupations, formalised compensatory measures are provided for in the context of occupational licensing in the event of significant differences.

Where can I find help with questions about the recognition of a foreign qualification?

In addition to the basic procedure described here, applicants and companies often have individual questions, such as: Will the applicant receive financial support? What can be done if the documents cannot be submitted or are incomplete? Do I have to provide proof of German language skills? Where can I get personal advice? Is German language knowledge necessary for the application for recognition of a foreign qualification?

German language skills are not necessary to apply for recognition. However, they are mandatory for obtaining recognition and practicing various professions. This applies in particular to some of the regulated professions, such as the health professions. The professional recognition will only be granted if you have knowledge of the German language according to the Common European Framework of Reference B1, B2, C1. With regard to the concretely required language skills and obligatory proofs, there is unfortunately no nationwide uniform regulation so far.

Basically, however, regardless of whether you are recognised or not, your professional chances on the German labour market will be much higher if you have German language skills.

How can I assess my language skills according to the European Framework of Reference?

  • A1 Elementary language use
  • A2 Elementary language use
  • B1 Independent use of language

Where can I find information about German language courses?

Do I have to bear the costs of the recognition procedure for a foreign qualification myself and what fees can I expect?

The costs for an application must always be borne by the applicant. The IHK FOSA is not financed by tax funds, but must cover its costs through fees. The approved fee tariff of the IHK FOSA is decisive here. The range of fees for an application is from 100 to 600 Euros. The actual amount of the fees depends on the procedural effort, which can vary greatly depending on the profession and the state. According to the experience of the federal states so far, the fees are usually around 400 euros. In the case of doctors, you must expect higher costs. However, the costs can also vary within a profession and between different competent authorities and depend on the scope of the documents to be submitted. In addition, costs for translations and certified copies must be borne by the applicant. Should it become necessary to carry out a qualification analysis (§14 BQFG) in the course of the procedure due to missing proof of qualification, further costs will be incurred by applicants

Are there any subsidies or grants for the fees for the recognition of foreign qualifications?

If there are difficulties in financing a recognition procedure, there is in principle the possibility of receiving financial support. The recognition grant is a funding instrument for people with foreign vocational qualificationsand a low financial capacity to pay their own way, especially if there is no access to other funding opportunities It amounts to a maximum of 600 euros and does not have to be repaid. The application for the recognition grant should be submitted to the IHK FOSA before the application for recognition. In general, applications for funding of the costs of the recognition process can be submitted until 30.09.2019. The project is funded by the Federal Ministry of Education and Research.

Hardship Fund for Professional Recognition Berlin:

With the support programme Hardship Fund for Professional Recognition Berlin, the state of Berlin offers the possibility to support persons with a professional qualification acquired abroad in financing the recognition procedure. Funding is also provided in particular for adaptation measures. One of the prerequisites is that the person has been in Berlin for at least three months and that no other financing of the project is possible, neither from their own funds nor through support from the Job Centre or the Employment Agency or the Federal Recognition Grant.

Scholarship program of the city of Hamburg:

In Hamburg, there is a scholarship programme run by the city of Hamburg to support people with foreign degrees.

The programme includes a monthly stipend to cover living expenses during adaptation measures and the assumption of administrative fees, translation costs, course and examination fees. Funding is provided to persons who are registered in Hamburg with their primary residence and for whom neither the Employment Agency nor the Job Center will cover the costs. Those who have income (their own or through spouses) must not exceed a certain income limit.

Federal Labour Office:

The integration and placement specialists of the employment agencies and job centres can make use of the instruments for promoting integration into employment (e.g. placement budget, integration allowance, promotion of further vocational training) and thus provide financial support for recognition procedures. If necessary, costs for translations, certifications and fees for recognition procedures are covered. The employment agency or job centre in your place of residence can provide details.

Will my degree be recognised without an individual equivalence test if I come from the EU?

If you come from the EU, your qualification will be recognised without an individual equivalence assessment if the qualification was issued after the date of accession of the country of training to the EU. Degrees issued before the EU accession date are automatically recognised if the training completed before accession meets the minimum standards of Directive 36/2005/EC and the applicant provides a certificate from the competent authority of the state of training.

How does the automatic recognition of the profession of midwife work?

If you have trained as a midwife in Europe, you may be able to have your training automatically recognised. However, the term "automatic recognition" is not to be taken literally. In this case, you must also submit an application. The responsible body for this is the State Examination Office for Medicine, Psychotherapy and Pharmacy at the Düsseldorf District Government. The examination procedure is only quicker and thus saves time.

This is how you check whether the training you have completed qualifies for automatic recognition:

  • in column 1 "Country", look for the country in which you have completed your training
  • do you have evidence of formal qualifications as indicated in column 2?
  • was this evidence of formal qualifications issued by the body indicated in column 3?
  • do you have proof of the professional title indicated in column 4?
  • did you start the training after the cut-off date in column 5?

If you can answer "yes" to questions 2 to 5, it may be possible to have your training automatically recognised.

How does the automatic recognition of the profession of nurse work?

If you have trained as a nurse in Europe, you may be able to have your training automatically recognised. However, the term "automatic recognition" is not to be taken literally. What is the European Professional Card (EPC)?

The European Professional Card (EPC) is an electronic procedure for the recognition of professional qualifications between the Member States of the European Union (EU). It is more user-friendly than traditional recognition procedures and allows you to track your application online. It is the electronic proof that all administrative checks have been carried out and that your professional qualifications have been recognised by the host country (or that you meet the conditions to temporarily provide services in the host country). Thanks to the EBA, the authorities in the country where you want to work will be able to check and recognise your qualifications obtained in another country quickly and easily.

Who can use the European Professional Card (EPC)?

The European Professional Card (EPC) can be used by professionals who wish to pursue their profession in another Member State. Such a move is facilitated by the single market.

You can use the EBA

  • if you wish to settle in the host country and pursue your profession there (establishment), or
  • wish to provide services there on a temporary basis only(temporary provision of services)

What are the advantages of the electronic procedure EBA?

The electronic procedure facilitates the recognition of your qualifications and documents:

  • The authorities in your country of origin will check the completeness of your file and assist you in submitting your application.
  • If you wish to submit another application for establishment in another country a later date, your dossier already in the system, so you do not need to upload your documents again
  • For subsequent applications, this will save a considerable amount of time.

If the authorities responsible for your application not make their final decision within the statutory period, the EBA will be granted automatically!

How do I apply for an MSD online?

Creating your personal user account on the website designated for this purpose takes only a few minutes. Once you have set up your account, you can submit the application together with your scanned documents. You can also submit more than one application through this account. You can also change applications or update information on your account.

What documents are required for an MSD?

When applying for an MSD, you must provide or submit the following:

  • Occupation
  • Country of professional establishment, diplomas, training, professional experience
  • Intended form of exercise of the profession (establishment or temporary provision of services)
  • Country in which they wish to work (host country)
  • Copies of the required documents

What are the deadlines for the authorities after my EBA application?

After you submit your application online, the relevant authorities have one week to acknowledge its receipt and let you know if any documents are missing.

If you wish to exercise your profession in the host country only temporarily, the competent authorities have a further three weeks to examine your file. However, if your profession could have serious consequences for the health or safety of clients/patients, the authorities may take more time to examine your application (maximum three months).

If you wish to settle in the host country and practise your profession there permanently (establishment), the authorities have a maximum of three months to examine your application, or two months if your profession is covered by automatic recognition. If the authorities do not take their decision within the legal deadlines, your qualifications will be tacitly recognised and an EBA will be issued.

How does the EBA procedure work on the part of the authorities?

The authorities in your country of origin will be the first to examine your application. After that, the host country (Germany) will also examine it and decide on the recognition of your qualifications. If the authorities of the host country consider that your education and professional experience do not meet the standards there, they may be asked to prove your qualifications by other means through so-called compensatory measures. To this end, you should be able to choose between an aptitude test and an adaptation period (lasting a maximum of three years). If your application is rejected, reasons must be given for this rejection - and you should have the opportunity to appeal against this decision.

How long is an MSD valid?

The EBA is the electronic proof that the recognition procedure has been completed or that you meet the requirements for temporary provision of services.

The period of validity of an MSD shall be

  • open-ended with long-term settlement
  • 18 months if you provide services on a temporary basis
  • 12 months if you provide the service on a temporary basis and your profession is related to public health or safety (e.mountain guide or physiotherapist)

What documents do I need for my application?

Checklist application documents

  • Language of the application documents (usually stated in the job offer). We like to see the application in German, so you can prove your German skills directly, but English is also fine.
  • Cover letter
  • Curriculum vitae with photograph

  • Proof of language level in German or English etc.

How do I build my cover letter?

The structure of a cover letter is divided into three sections: introduction, body and conclusion.

If the name of the responsible contact person is known, it is advisable to address the letter personally as "Dear Sir"/ "Dear Madam".

In the introduction, reference is made to the job offer or the interview conducted.

In the main body, the applicant should focus on his or her professional and personal skills that are relevant to the advertised position in order to stand out from the crowd of applicants and make him or herself interesting. However, please do not exaggerate.

In the final part of the cover letter, you state your earliest possible starting date and your desired salary. You round off your letter by concluding by expressing your interest in a personal interview.

How do I build my resume?

The most important information about the applicant emerges from the CV. Therefore, the CV should be clearly structured, complete in terms of content and visually appealing. A professional photograph gives the CV the personal touch and should therefore not be forgotten, even if it is not mandatory.

A recommended structure for the setup looks like this:

  • Personal data
  • Contact details, birthday, nationality, marital status
  • Work experience: Mention the individual periods of time (e.g. 10/2009 to 06/2010) as well as the company name, position and position description; you should start with the most recent work experience so that the last or most current job is the first to be read at the top of the CV.
  • School and/or academic education: The highest school degree as well as the academic education are mentioned first.
  • Continuing education: Naming of seminars or workshops at further education institutions
  • Special qualifications: Language skills, IT skills, etc.
  • Hobbies, personal commitment: This section is a "can", not a "must", but nevertheless interests many employers because it gives an indication of the applicant's personality.

How do I fill in gaps in my resume?

Gaps in your resume are times that you cannot fill with permanent employment or continuing education. If your resume has gaps that have lasted longer than 1 to 2 months, be truthful about them. Better stick to the truth here, lying or concealing is the worst start with your potential employer. False statements in the CV are grounds for dismissal - without notice, even retrospectively.

What should I look for in my references, written testimonials and qualifications?

The references, certificates and written references are attached chronologically to the application. As the data capacity is limited in an online application, only the most important references and certificates should be attached in a file in addition to the cover letter and CV.

How do I prepare for the interview?

The interview is your chance!

If you are invited to an interview on site or online, for example via Skype, you must not only convince your recruiter of your professional competence, but also score points with your personality. In order to be well prepared, you should inform yourself in detail about the company on the company homepage and familiarise yourself with the advertised position. Unfortunately, there is no standard procedure for an interview, but you might be asked questions like these or similar ones:

  • Tell me something about yourself: The aim is to find out whether you can tell and appear confident and whether you can tell passionately and enthusiastically and not come across as a sleeping pill. You can tell me where you grew up, about your work experience, hobbies, etc.
  • What do you know about our company? Here really only helps to inform yourself well in advance about the company.
  • What are your strengths? There are many possibilities here, think about what strengths are important for the job you are advertising. Organization? Goodmemory for numbersStrong assertiveness?
  • What are your weaknesses? Here it is important not to sweep your weaknesses under the table. However, you should package your weaknesses in a positive way, such as the fact that you sometimes like to forget the time because you are a perfectionist and thus like to go into detail.
  • Where do you see yourself in five years? Here the recruiter would like to know if you intend to work for the company for a long time.
  • How well do you cope with change? Here it is good to be able to give at least one example that shows how flexible you are.
  • How well can you work under stress or how well do you cope with stressful situations? Again, you should be able to give at least one example that shows you are good at dealing with stress.
  • How do you make important decisions? This question is more applicable to leadership positions. When making decisions that might come with this job position, do you consider whether the team might need to be involved? Or whether pro and con lists, reports, statistics, etc. could help?

What questions are inadmissible during an interview?

In principle, all those questions are inadmissible which are not "work-related", i.e. which have no direct connection with the job to be filled. These include the following questions:

  • Are you a member of a political party? Exception: You are applying to a party- affiliated company or party organisation.
  • Which sect or religious community do you belong to? Exception: You areapplying to a so-called tendency company such as a denominational employer.
  • Do you have a criminal record? Exception: position of trust or requirement of the job to be filled.
  • Are you planning to get married anytime soon? Are you pregnant? Do you still want to have children or do you want to have them soon?But: You could also say that you want to arrange childcare professionally and continue to work in your profession.
  • Are you healthy? But: You must answer questions about illnesses that impair or prevent your work performance truthfully.
  • Do you hold a public office or an honorary position? But: You may of course declare this independently.
  • What are your financial circumstances? Exception: If you have to handle money in the advertised position or there is a risk of bribery.

What is a notarization?

A certification is a confirmed copy of the original. Official certification can be carried out by any public authority that has an official seal. These are, for example, municipalities, cities, counties, employment agencies, notaries, other authorities (such as police, schools, universities, courts), diplomatic missions (e.g. embassies). To do this, go to one of these offices with the original document and a copy. If you need to have your documents / papers translated, the translator can also confirm the presentation of the original by stamping it. But only if he is a court-certified interpreter! Then you do not have to go to another public office.

Attention: A copy of a certification cannot be accepted!
